Civil Service Under Martial Law

During martial law in Ukraine, civil servants must continue performing their official duties to carry out tasks and functions of the state with regard to the legal regime of martial law.

Experts developed a number of legislative proposals, including the following:

  • Procedures to exercise civil servant powers under martial law, in particular in terms of servicemen reservation who works as civil servants;
  • A mechanism to determine civil servants who may not leave the workplace and the settlement at the place of work as well as the possibilities for civil servants to work remotely or be based in another region of Ukraine;
  • Guarantees for civil servants who are in difficult life circumstances or have been forced to leave their place of residence and place of service;
  • Involving civil servants in volunteer work, territorial defense, labor service as well as guarantees for civil servants, particularly inclusion of the above activities in the length of civil service; and,
  • Workforce reduction and job assignment in civil service under martial law.

Experts prepared a draft law.
