Areas of expertise: practical application of constitutional law, in particular, parliamentary activities, interaction of government authorities, functioning of local self-government, functioning of the State Voters’ Registry, preparation of election and other forms of direct democracy in the post-war period.
Mr. Mahera has been working for six years as an assistant-consultant to the Member of Parliament of Ukraine, preparing the draft laws, resolutions of the Verkhovna Rada of Ukraine, constitutional submissions to the Constitutional Court of Ukraine.
He was appointed three times by the Verkhovna Rada of Ukraine to the position of a member of the Central Election Commission. For 14 years he was responsible for organization of the Parliamentary and Presidential elections in Ukraine, provided methodological assistance to territorial election commissions for local elections.
Mr. Mahera holds a degree in Law from the Ivan Franko L’viv National University. Specialization – constitutional law, public administration, and political science.
