During wartime, it is crucial to ensure clear, coordinated operations of local governments.
Experts developed proposals to amend the Law of Ukraine “On Local Self-Government” to provide:
- The possibility to establish temporary military administrations in certain territorial communities, which shall assume functions and powers of local self-government;
- Granting additional powers to executive bodies of local self-government during martial law to ensure community needs are met; to account for IDPs and persons evacuated from the areas of hostilities, including conscripts, and resettlement;
- The possibility of limiting powers of the village, town and city councils during martial law by ordinance of the oblast or rayon state or military administration; and,
- Termination of powers of the village and settlement councils and city mayors in case of formation of the military administration in the community.
Experts have already prepared a Draft Law and are ready for discussion and cooperation. Ukraine is above all.
